Is it possible to replace a current texture pack for Minecraft 3DS with a custom texture pack like OcD, or Plastic, or Paper Cut-Out?

It definitely is possible but I dont think they have found a way yet since you have tto decompile the cia then replace, study, rename, retexture , then recompile and it is just a hassle. You can see that it is possible since new super mario bros 2 you can
