Tribes Ascend has a mix. You can earn new classes, weapons, etc. through playing the game or purchase it upfront (I remember Battlefield doing something similar). From what I've heard of the game, though, this really hasn't affected much in the way of the game's balance. There are also cosmetic items to purchase as well.
Well...it depends. The points work a lot like level-ups in an RPG, you can use the points to give you different weapons/abilities or make you stronger/better, which can lead to balancing issues, especially since there is no filtering system.

Generally though most games come down to skill. If you suck at a game and spend a thousand dollars on equipment to make you top-of-the-line in terms of equipment, you still suck. I mean for MMOs which are glorified taskbars this isn't as much the case (even though it requires some decent knowledge to understand everything) but in games like Tribes and TF2, where skill is a large factor, it ends up coming down to skill. I'd even say the same for Dota and LoL from what I've heard.

A bad player is a bad player, no matter how many +1 maces they're wearing.
