ROM Hack Create a IPS Patch from a Different of Two ROMs?

Is it possible to dump a nds file from a copy of Pokemon Heart Gold Japanese edition and create a binary diff between the Japan version and the North American version and then use that diff to create an IPS patch that can be loaded by the 3DS on boot of the game?

Why not just boot the North American version directly and save yourself the trouble? It would make no difference.

You need a physical cart for PokeWalker and I get that for like 100 dollars in Japan.

you can use twlightmenu to use the ir sensor from the JP cart and use the poke walker
