Homebrew Converting VBA SAV files to VC DAT files

Hi, how would I go about converting the 32kb ".sav" file used by VBA to the ".dat" format generated by the 3DS VC?

I used Checkpoint to backup the VC game's save, and it generated 3 files. 2 of them I am assuming are the savestates, and the last one was titled "sav.dat" which I am assuming is the actual save data. How can I convert the SAV file to the "sav.dat" file so I can use Checkpoint to put it back into the VC game?
 
Are we dealing with GB/C or GBA here?

Godmode9 imports and exports .sav files from GBA VC, there are instructions on this page.

But GBA VC's shouldn't have save states, only save file.

This is GBC.

I used NSUI to create a .CIA file of the GBC game I wanted to use, and installed that on my 3DS using FBI. Then I used Checkpoint to export/backup the game's save on the 3DS. I had planned to then swap the blank/new save from the 3DS with the save file I've been using on the PC with VBA.

However, the issue I ran into is that the file VBA uses to save is a ".sav" file, while the file Checkpoint extracted from the VC game is a ".dat" file.
