Hacking Convert NDS to CIA

I'm trying to convert an NDS to CIA, I already have make_cia, which says it can make a CIA from a DSiWare NDS file, but they removed the ability to make a CIA from a regular NDS file, because it doesn't make a "valid" CIA. I'm not sure if this means it won't work, or it just won't be a legit CIA, which isn't a problem because I can install non legit CIAs.

I think by not valid it means it either won't install, or won't launch after being installed.

Hmm, there must be some way to do it. What makes a DSi NDS so different from a DS NDS?
