ROM Hack Chrono Trigger DS German Translation Help

Hey Guys!
I'm planning a german translation for "Chrono Trigger DS", because I really love that game (and there is no german translation).

So I'm posting it here, because i'm looking for help with it: there are some files called *ncl.bin and *ncg.bin, but i don't know how to open/edit
them(there is a spanish translation, and I know these files got edited) (thanks to Daviex)

After solving the first problem I'm looking for a photographic artist, that can do some text in pixel art with a limited number of colors (palette).
Preview of the images to edit:
Movies ("Filme"), Game Mode ("Spielmodus"), Battle Mode ("Kampfmodus")

could you upload both files please, thank you :)

EDIT: i can't find any single text sample on the games files :s
 
The text files are in .msg format and someone made a tool that decodes(?) the HEX and makes it editable.

The two files are in the /data/menu/Extra/illust/ folder. all of them are ending on *ncg.bin and *ncl.bin. i have to edit the 025 files...
If someone can edit the text in (other) graphics, he can contact me and i'll give him the pallete and the file
 
yes, this file I got extracted, but I cant edit it because i just cant do it.

I just cant open the 2 other files...

With tinke you can edit images.

When you open image, press EXPORT, edit it, IMPORT, PACK and Save rom.

For other 2 files, now i check.

EDIT:

I tried some thing.

NCL: Palette
NCG: Tile
NSC: Map

And work...

EDIT 2:

Ok i worked more on this and i found how to use it :)

NCL.BIN : Offset 8 and with the one i used was 16bpp.
NCG.BIN : Offset 8
NSC.BIN : Offset 8

I used Tinke, so, i think you can use this info :)

There's an example of a minimap i've exported.

I was so fixed to an offset of 30, but I expected the same with the palette and graphics file.

I know how to export and edit files, but I can only edit the "easy" things like a simple 1-color font...
so I'm looking for a person (wich will be named in the credits ofc) that can edit some (graphic)texts for me...

Well, a "looking for photoshop/graphics artist" in your first post would had made things more easy to understand.
 
Is this project still being worked on? I would really like to see a German version of Chrono Trigger DS!
