No, if you did not get the app many months ago, you cannot now, it has been pulled by MS.
XWine1 is a WIP hypervisor that can run Xbox One games on Windows. It has not yet seen a public release and its compatibility is currently limited. Might become a legitimate way to play games in the future, but clearly isn't right now. I find it weird that someone would present it as an alternative to a hacked console at this stage. It's nowhere near that level yet.
