Can't tell the difference between "inspired" or a blatant

So I'm relaxing, browsing around the internets, and I'm seeing things like "inspired by such and such" which pretty much looks like a blatant copy to me with some modifications that I can't even tell.

there were more I've seen around but I can't be assed to look around for them.

Honestly, what makes a copy different from inspirations? lol. I thought inspirations were something completely original and new... and making something better is enhancement.

Maybe they got inspiration to copy someone else's idea.

The headband itself isn't copied. Sure, Vaporeon was the artwork and design source, but it's not really copying unless someone else also made a Vaporeon headband.

The idea doesnt look copied. Its more like creative stuff. But it looks a mix of vaporeon[only by colour and a bit of the ears.] and more of a sea monster-cum-mermaid.
