Hacking Can't open QCMA

Hey all, I'm on W10 x64 but can't open QCMA when i try to open it, W10 gives me the message

There should be a little icon on your task bar that looks like a vita. Right click on it.

thanks, got that part cleared but now it says Can Not Located PC.

It's on 3.60, on airplane mode for the Vita

can't get it to work...tried it on a w10 and and a w8 machine now.

I reinstalled / uninstalled, etc even tried doing zadig 2.2 but still failing. HALP
