Can't do a factory reset on my n3ds.

Did you remove any and all eshop accounts before formatting?

Yeah.. I think it's trying to fetch them and it cant because well it's formatted now. That error code is an eshop error, if you can restore the nand with a backup.

If you have cfw installed just boot godmode9 and restore it, if no cfw you might be outta luck for stock options.... As I think the eshop might be down or gone.

try holding start, do you have godemode9 hotkey'd? Like hold X or something?

press home and go to scripts there should be a restore nand option.

Which one did you factory reset? Default is sysnand if you didn't make an emunand.

yep. If you wanna be extra safe back up sysnand then restore your old one. In-case it's not right just restore that newly made backup.
