ROM Hack Can you mod a cartridge?

So I have a question I would like to ask. Can you mod a game cartridge I need to know this cuz I'm going to mod my pokemon moon. But I don't know if I have to have the digital copy installed or I can mod it with the game cartridge any help will do!

You can't buy the custom MX NAND chips that nintendo uses on NAND based games carts. You can mod a digital downloaded game, just not cart based games.

Wouldn't layeredFS mods work the same with a physical copy as it would with digital?
(I haven't tried so I'm genuinely curious)

Maybe not in the way you're thinking but yes, if you have CFW you can use mods with cartridges. You're not actually modding the cartridge, just modding the files (mods are loaded from SD)
