You can't MAKE cheats, you apply them!

CasperH you can make cheats however it requires a fair amount of skill and special software to search for memory addresses in the game and then convert them into the types of cheats you can use on a flashcart eg action replay it is much easier to wait for someone who can already do this to do it for you.
