Hacking Can you downgrade the Wii menu without an internet connection?

I'm going to set up homebrew on my friend's Wii and right now he has 3.3E, I want to give him 3.2E so I can install Starfall so if he messes up his Wii he can recover using the recovery stuff. However, my friend doesn't have a compatible router so he can't go online with the Wii, so is there an offline downgrader program?

use wiiscrubber or trucha signer to extract IOS 30 and the System Menu wad.

Use wadmanager to install the two to get to 3.2U

Caution: Install IOS 30 first then the System Menu Wad.

If something happens at all during the process, the Wii will be bricked.

If it stops suddenly / errors out while installing the System Menu Wad...you just better hope not!

Offline installations are usually wad files, and 3.2 uses two wads: IOS30 v1040 + SystemMenu

Im just hoping for someone to have an offline installation process for the newest Mii Channel and Wii Shop Channel.

P.S.

If this was being downgraded from version 3.3v2, then some of the IOS's will be patched unless you reinstall the previous versions.

Thanks but it says that's only for NTSC Wiis, we have PAL Wiis. Also, I think my friend has 3.3v1 unless there's a game with a v2 update on it.

Trucha signed discs will work if you install IOS 30 + System Menu.

That's less than the half of IOS, and one of the most important ones is missing: IOS36v1042.
