There aren't any public tools to dump WUDs, and if there were they'd require a complete IOSU exploit first.

For NUS, just grab the latest New NUSGrabber GUI, download your game using it (make sure you have the right region) and place the ticket you found elsewhere (also same region as your Wii U, otherwise you'll brick) into the folder for the downloaded game. Now throw the contents of that folder into your SDCard's /install/ folder and run the WUP Installer Mod. It's really as easy as that.
