ROM Hack Can installing a personal eShop title to play on another system ban?

I'm able to find out how to backup eShop games, but I have two N3DS systems, each with their own separate NNID's linked due to separate regions. Obviously, I don't use one of them anymore due to getting A9LH on my main in-region system. The only game I don't have on it is Fire Emblem: Awakening, and I don't want to buy it a second time, especially since I may buy Fates at some point this year. Will I run into any issues if I back up my own purchased copy as a CIA from my EUR system and run it on my main American system without the possibility of getting banned due to different NNID's being linked?
