You can launch without Internet by serving the exploit yourself. Can't do it without wifi.

Search "3DS X-Loader" on google play store. Still requires wi-fi connection, just don't need internet.

Do make sure you disable your mobile data the first time you use these apps. The apps give you a URL to connect to but if mobile data is on it gives you the wrong ip address which won't be local.

the 3dsxl im trying to use has a broken wifi module. cannot enable wifi at all. dang. was hoping ninjhax could launch it.

You can downgrade to 4.5 and use the old style profile launcher.

Yikes, you can try something with localhost or 127.0.0.1, and put the files on your big sd card. But that's just an idea.

I saw in another thread that you swapped the WiFi module with a working one. You could swap it out, downgrade/install the profile exploit, and swap it back out. Seems like a lot of work, but it would solve your issue.

you could use a hacked wifi sd card thing, and put the files you want on it, cool idea

In theory you can port it to a "data" URL and bookmark it. But there's a couple of things that block it from working. First, you're severely limited in URL max length in bookmark (not sure if qr would work). Second, you'll have to work in an iframe. Third, you'll have to change many of the offsets.
