No because the Account Ballance is stored on Nintendos Server otherwise it would be a massive design flaw of the eShop and the eshop would be pointless.

To be fair, the 3DS did briefly have homebrew called Freeshop for about a year or so that did indeed allow for all titles in the 3DS eshop to be downloaded to your 3DS for free.

That has nothing to do with eShop funds hacking, the 3DS CDN just used to be insecure (the Wii U's still is)

There's no method to "cheat" real money onto your nintendo account.
I think it's even considered to be fraud.
