Can a PAL PSX be modded to output 60HZ or would I need to import one from America/Japan?

Sorry, the mod is possible but beyond the average person's electronic skills. You can pick up a used NTSC PSX real cheap on eBay, you just need the motherboard really. If you can source a Pal machine with a good laser (make sure it's the same series) it's pretty easy to swap in the NTSC motherboard, that way you don't have to worry about using a step down transformer either.

Wasn't there an app from Palladin where you could drag ISO's onto the Palladin exe file and it converted? I could be wrong, but I vaguely recall such an app

hmmm cant the psx1 display 60hz/ntsc as standard?? mine does, mind you its chipped so perhaps the chip does it?
