Where is the best place to buy one N3DS Xl with Sky3ds plus with higher than 9.2 or gateway with 9.2.20U if possible.

You can buy n3ds xl on ebay and hoping for firmwares < 10.6 so that you can downgrade it easily.

Sky3DS plus cards you can buy from some online shops who will send you the card from China.
