I need some help in building a mini PC.

First of all, I'm looking for a mini PC the size of 1/4 a regular PC case. I'm not looking for extra portability, just something that won't be a pain in the ass to set up on the move. It needs to be able to game with standard graphics in full HD, I'm not really expecting much for that. Bonus points for flashy LEDs.

My budget is 1000 euros.

I would check out pcpartpicker. There you can build your own, personally would start with the case size and move on, or look at other people's builds.

That's what I would think would fit your needs.

The case is smaller.

The graphics card should get you through most games on medium or high settings on full HD. (Look up the graphics card on youtube if you want benchmarks.)

Can't really do RGB with that case. If you absolutely want RGB, go with this case, https://de.pcpartpicker.com/product/QMp323/thermaltake-case-ca1d500s1wn00 . Then get an NZXT Hue.

Make sure to get an AM4 bracket for the cooler. The one on the cooler-master store is sold out.

Have a look at this case: https://www.kickstarter.com/projects/33753221/dan-cases-a4-sfx-v2-an-ultra-compact-sff-case
It just went back on Kickstarter after a highly successful run of v1 last year, I'm getting one myself.
That thing is SMALL. It uses standard hardware (full size GPU, Mini-ITX board, SFX/SFX-L power supply and 2.5" drives) so upgradability is good, and you don't have to compromise much.
It doesn't get much smaller than this if you want compatibility with standard hardware and upgradability.
Here's a size comparison, with the A4-SFX all the way on the right and a standard mid tower (Antec Nine Hundred) on the left:
