When I put a copy of Brawl in burnt at 4x in ImgBurn onto a Sony DVD+R DL 8.5 gig, it doesn't even spin! Is this normal because I'm burning another copy. Using D2pro on a d2c drive. Single layer games and BLANK DL DVDs spin.

There are a ton of topics dealing with Brawl DRE's which is why you are probably not getting much of a response. Use the search tool and start digging some up.
As for your problem specifically perhaps it is a bad burn or your lens is dirty. If you haven't noticed Brawl both burned and retail are causing a lot of DRE's on modded and unmodded Wii's.
