Hacking BootMii Questions

With the new 4.1 update rendering preloader hacks unusable, I was told to get bootmii because it was "pretty much the same thing"

I have some questions about things that I did with preloader and I want to know if bootmii can do them.

1 - Can I skip updates from discs?
2 - Can I make my Disc Channel region free?
3 - Can I force my Wii's region to the Disc channel (so PAL games display in NTSC)?

I'll just update to 4.1 then go back to 4.0
