not to sound rude but you are being very vague please tell me what you are trying to do?
What makes you think you need a "bootfirm file for the new2ds"? If you installed CFW, you would use the same boot.firm as everyone else.
The usual advice for wiped SD cards is to redo the "Finalizing Setup" portion of The Guide.

Ok thank you. I just remember there being something about needing a file for each specific 3ds model.

so what you need is luma Release v9.1 · AuroraWright/Luma3DS · GitHub then do the finalization step
You can download Luma3DS v9.1 boot.firm from the official GitHub here. If you need something more comprehensive, you can cheat in collecting stuff with this CFW starter kit.
Wow back in the day if you didnt have bootfrim you couldnt boot with a sim card in!
* SD card. You can boot the 3DS without a card if you install Luma3DS on CTRNAND. In the finalizing setup mentioned by @wormdood, you run a gm9 script: Section VI.
btw I cant launch the homebrew menu with download play or any other app.

You forgot how Rosalina menu HBL injection works? The button combo is (L)-shoulder + (Down) d-pad + (Select). Here's a crash course refresher if you're not seeing what the written instructions meant.
Try not to make it a habit following video tutorials... I only link to that one because it's more or less a set-in stone Luma3DS feature.
Edit - Opps, I got the combo wrong. I mixed the (Select) with (Start). Sorry.

It is probably because you do not have the homebrew launcher boot.3dsx on the root of your sdcard.
https://github.com/fincs/new-hbmenu/releases/latest
Download boot.3dsx and place it on the root of your sdcard and try it again.
