I need help finding out what is the best tool for modding Super Smash Bros. brawl.

There really is no "best" tool. There are plenty of different tools that all accomplish many tasks. If you're gonna take on the task of making a mod you're gonna be using a variety of tools.
However, the most versatile tool is BrawlBox, which you will probably use a lot.
I think the original post means 'what's the best tools to swap out files in a brawl iso
Kitty Corp Meow Mix or KC-MM is an excellent resource for numerous tutorials on how to get started. I've been doing modding for a while myself
I worded it a bit badly. I was asking for the best thing to start making mods.
Depends on the type of mod you want to make; if it's music, Brawl Box converts .wav to .brstm (the audio format the game uses), for characters, 3DS Max 2011 is used to rig a model over a preexisting character into the game. Brawl Box is used for importation as well, but again, there are numerous tutorials on http://forums.kc-mm.com/ that explain it in detail, along with all the tools.
Smashboards is great too , that's where kryal started posting brawlbox and brawlscape
