Drastic is an emulator of the Nintendo DS for android. It costs money. But it can run at full speed on low end phones. I think it can't play the gb gbc games.

Not quite. While this is true for GBA emulation (using the embedded arm7 cpu for hardware emulation), there is no such advantage with Game Boy VC emulation.
GameYob has better scaling, rendering and saving options than VC.
