Hacking Banners/icon templates for Wii VC

I'm trying to do a banner for a Gamecube game, how do you get those round corners?

What do you use? Photoshop or Gimp? In the Gimp template in my sig you can just add masker and choose 'Picture Frame VC'. If you wanna make it yourself, select the rounded border, invert the selection, make a mask out of it, then use that mask every time I do not know if this also applies to Photoshop, as I do not have that
