I don't know anything about this, then again I don't touch Club Nintendo much. I can't imagine it would be much better than the N64 LoZ emulator for NGC, though. Either that, or they heavily modified the games themselves to better suit the 3DS.
Either way, I didn't see anything from some basic googling, so I'm guessing that was just some rumor.

Turns out it was an error done by the OP and so N64 VC for 3DS does not exist.

@K3Nv2 He was looking into consoles for his house anyway (for my younger siblings and himself) and I had a spare XSX and Switch I ended up selling him at pretty steep cuts. I would just give them to him, but I did buy them with the intent to sell them... and college is super expensive.
