I think he means getting the image to look better on the 3ds since at default size its washed out due to not being pixel perfect.

Simply, due to how the 3ds hardware works, that is 100 percent impossible. The 3ds essentially has dsi hardware inside of it, making it physically impossible to upscale D's games due to sheer hardware limitations.

If it were emulating the hardware and not using the actual dsi hardware it might be possible but even then you would likely run into memory limitations. So the simple answer is no.

If we want to get on a technical level, 3desmume probably could with little modification, but that project is dead and was barely practical to begin with.
