ROM Hack Anyway to transfer save files on Pokemon?

I've got a file on a Pokemon black Rom that I want to keep on playing on my Pokemon White official cartridge. can it be done?

Yes.

There should a be save back-up/restorer program or two out and about that works with B/W. but the names eludes me.

it´s designed for HGSS but should also work for pkm black or white cartridges

depending on what flashcard or emulator you have you must convert it in some cases:

I thought there was an issue with black city/white forest if you uploaded a white save into the black game and vice versa?

when you use a black savefile on pokemon white when you have black city in pokemon white
but there exists an action replay code to change between this two locations
