You can use psndl (google it the website will pop up no problem) on your PS3 web browser to download games and the rif/rap files for them. It requires use of multiman to move the files around and reactpsn to actually activate any of the items you download and install. So no there is not any app for it but it can all be done via the system it's self with a set of apps. Perhaps someone might be interested in trying to make something like freeshop that can do it all in one but right now that's the only on console solution

What part are you having trouble with? The downloading and installing of the packages or the use of the rap/rif files to activate? Downloading and installing is pretty straight forward. (Download the package from whatever source you have by browsing to it via the PS3 browser.) Once you begin the download the PS3 will attempt to download the files but you will need a USB storage device for it to download to. Plug in your USB HDD of flash storage with enough space. Browse to the download. Click it and press start when prompted to save. This will download the package to the root of the USB device and you can install as you normally would.

To activate the games you will need reactpsn. On the root of your external USB device create a folder called exdata. In this folder you can save all rap/rif files you download. Similar to the package download though this time before pressing start press x on the USB device and make sure the exdata folder is highlighted.
With the rif/rap files downloaded and the packages installed create a new user on the PS3 and name it aa. (If you've already used reactpsn you will have an account named reactpsn and a bunch of info followed. Use this account instead of a new one. Just rename the account to aa.
Once you have a user named aa on the console simply run reactpsn and wait. It should start importing the activations automatically.

For games that do not come with rif/rap files you can usually activate them by holding O as you run reactpsn.

Psndl the source mentioned before will usually tell you which method you need to activate the game.

They should yes. They should work fine as long as they are properly activated. On another note you can usually find a patched/activated copy of these games that are the complete install but often require shady sources... be careful what you install. While no known bickers exist installed game packages do have root access to the system and could indeed brick you if someone were to inject a malicious executable.
