it seems to have diffrent numbers every page so it couldn't be a friend code but it could be cheats.

Not as far as I know. it could be the remnants of a scrapped feature for the game. Shit like that happens all the time in games, like unused sprites in SMB2 for the NES

Perhaps it's just a hash sum for that page of records. Don't know why they would have button presses to display it. Maybe for contest verification or something they never got around to using since that game was hacked up so much.
