It looks like it’s just a frontend for emus. Kinda like usbloadergx where you can start multiple apps from within

All those emu from punemu are all standalone ones gx emus on vwii Looks like for 64 was using wii64 emu.
So it’s not something dif or new. It’s just throwing a package together

From a dif English vid it had this as description:
This is a video of a iso made to allow emulators and their roms to be loaded from an encrypted Wii partition. The main executable is basically a forwarder that mounts the partition's filesystem and loads the emulators from it. The emulators themselves have been changed to read files from the Wii disc filesystem also. When the emulator is exited, it again loads the main.dol. I have just showed the games initially loading up, as nobody really cares to watch me play games. Aside from simply being kickass, this also means that emulators can read roms from a WBFS, NTFS partition and, using wode, ext3/4 & HPFS. I'm still looking for a kickass banner and artwork to complete this masterpeice. -- I have added i little magic that allows you to lie to the emulators when they are booted. if you click the button to play the NES emulator with the "A" button, then it will start that emulator and tell it that it was started from the SD card. and the emulator will then try to use the SD card to load and save its settings and stuff. if you use the "1" button to start that same emulator, then it will be told that it was started off the USB drive, and will then try to load its settings from there.
