theres Clirc, which is IRC for the DS...

The commercial game Clubhouse Games/42 All Time Classics has a wifi version of PictoChat.

IRCDS,CIRC and DSorganize has a pretty good IRC too.
Once you get the hang of it,it's one of the best homebrew that hit the DS imo.
