now is it at all possible to be able to trade with another person's gba pokemon cart with both people using a ds

No. You could migrate them and trade them in Pear/Diamond though. But they won't get back onto the GBA games.

your possibilities:
if your 3in1 is GBA sized, load it in NOR and use a GBA.
if the other person has his pokemon game on a flashcard too(rom) use an multiplayer-emulator(such as VBA-link)
or try to find a way to modify savegames on an official cart to download the save and return to option2
