But how it's always worked was when a friend visits there's a chance that it can set a flag in both files... So that in two days (just an example) he'll move out of his and move into the other even without connecting later on.

edit: A copy of a villager can move in of course, but it won't have to do with exchanging town data.

Have second floor, three expensive town projects built plus a number of cheaper ones. Island almost set up for ultimate beetle harvesting. My house is bare but my town is beautiful, being loaded with flowers and trees. Got about 8 villagers now. Play about two hours a day, two extra ones if I want to farm beetles. Not bad at all.
