Btw, be thankful that you don't have Resetti. God I wish I could destroy the Reset Surveillance center. XD
... Then again, itdoesn't feel like Animal crossing without him. Sometimes, I love pissing off and resetting the game repeatedly. When he wanted me to apologize, I kept cussing words and pissed him more off. Sometimes he even resets the game. XD

There was an old rumor in the Gamecube version that if you reset a number of times, Resetti will make every villager move out of your town.

I was transformed into a mummy in the GC version o.o

Goddamn, dat garden. Nice!. I only pick specific flowers since I know the colors. I don't lump all of them together. When the hybrids are done, I lump them together XD now to answer your question, feng shui is counted in every room.
It is important since in increases your HHA score. Not only that, it increases your luck.
For example, put yellow items to the west, you'll better luck when it comes to money.
Red items to the east improves your luck for finding rare items.
Green items to the south increases your overall luck! Some items automatically increases your luck, no matter where it is placed, such as the lucky cat. XD
