I'm using uTorrent 1.8, and I ain't too happy about the selection of Connection Types. I test my speeds every day with the Speed Checker linked from uTorrent, I always get about 3.5 Megabits to 4 Megabits per second. The closest Connection Type uTorrent has to 4Mb is 2Mb, then way up to 10Mb. In any alternate torrent client, can I have a bigger range of speeds to choose from?

I don't think that has any bearing on your download speed, other than the options for limiting it

It just changes your upload limit, number of connections, and number of active torrents.

The connection type in utorrent is also only meant for your upload speed, not your download speed. You never really specified which that was in your post.
