Hardware All Applications/Games Return "An Error Has Occured" 3DS

Hey, I have no idea if this is in the right area so sorry in advance.

Earlier today I was deleting some files of my SD card which included the following:
Computer:
-Some CIA's
-Screenshots_raw.bin

FBI:
-Some titles (OK, I didn't know what I was doing sorry.)

So...

Whenever I launch an application or game on 3DS I get a black screen with:
"An error has occurred, turn off the power button etc."

Interestingly, when system settings is launched it doesn't follow suite.
It crashes and says:
"An error has occurred, the system will now restart."

I'm happy to provide anymore information if needed.
Yes, I know I've completely stuffed up my system but was directed here to get some help

I just did this recently messing around with in the FBI app i started deleting title files thinking they were unused because they were red well i ended up with the same error you did and couldn't figure it out so only way to fix this is to hold power and start and boot into your luma chain loader or god mode 9 or decrypt9 and restore a previous nand.bin back up if you have one hopefully you do if not there are other ways like hard mod but it is difficult i ended up not having one and messing with god mod 9 i ended up messing mine up worse and getting into a boot rom error blue screen and ended up just replacing the mother board i will never again delete random flies especially from with in fbi or off SD card unless i absolutely know what they are

Install a 9.2 CTRNAND Transfer and start over. It's the only thing you can do now. And stop deleting random stuff.
