Yea, usually buying a game on the Vita will allow it to download on another console if they are old system he's like ps1 or psp but not for anything else for the most part. Even some games ps1 or psp have to stay on the ps3 though since Vita "doesn't" support all of them. Sony is sorta doing that now though with ps4 versions of ps3 games since they are not actually compatible systems so if you had say the last of us on ps3 you would have to buy it again on ps4 (unless the game company made it free) and they still ban accounts. Mind you though in order to actually get your actual PSN account banned, you have to do some serious stuff but my friend got his banned for going online with a leaked game so I don't know since that was before ps4 release but if and when ps4 gets hacked and similar things happen, I'm sure Sony isn't scared to ban the account.I have no idea how the PSN works, but I imagine that certain purchases (like PS1 games) are interchangeable on Sony's systems. Like, if you buy a PS1 game on a Vita you'll also be allowed to download it on your PS3/4. Am I right? Feel free to correct me. This ain't the case with Nintendo, though. If you buy an SNES VC title on the 3DS you have to buy it again on the Wii U. So, I imagine this is why Nintendo does bans the way they do. It's kind of dumb, but also kind of smart since it still allows customers to throw money at them.
Edit: my account was banned about a month ago though with a purchase on the ps4 though so I don't think they care much about banning accounts. I just remembered this when I saw my system haha.
