so i have been offered a chance to buy a psp. its almost brand new and with some games. what should i give as a price. he said make an offer. like $100? $150?

and while im here, are there any sights dedicated to psp scene like gbatemp? (reliable)
 
Well someone I knew got a slightly used PSP with 2.60 FW, 3 games, 2 movies, 32MB and 2GB MS. All for 90 something USD. Depends on what you're getting on it specifically.
 
If you're willing to offer $150 dollars, you might as well buy a new one

There are numerous guides on the internet on how to mod PSPs (including a guide in this GBAtemp topic).

I actually traded, I gave the guy an R4 and an old Micro SD card I already had. It was really ridiculous.

I kept it, eventually bought my S&L for $120 practically new. Now my girlfriend uses the Phat.
