Homebrew Adding Scanlines to MameWii v1.0 (Toad King)

Is it possible to add scanlines and enable V Sync on version 1 of Toad kings MameWii?

Ive opened up the mame.ini file in the mame folder but cant make head or tail of it...its not like a normal PC mame.ini file

Any help would be appricated
