GCN Action Replay Max (Physical Disc)

Saw a brand new sealed one for $65 on eBay today. From Austrailia and PAL region.

I know they include free loader to let you play games from other regions.

Anyone know if the disc themselves are specifically region locked, can a PAL disc be read off a NTSC GameCube (unmodded)?

According to the Manuel it doesn't mention that the disk it self is specific

The disk will only work with PAL consoles.
Isn't there a cheaper and used one? I've got mine used too and it still works fine
