ACNH - have to gain 3 stats first?

hello all,

hope i am posting in the right place.

just want to confirm what i’ve been told.
hoping to mod my switch, so i am able to create a free treasure island.

i’ve heard that i need to play normally first and gain three stars on my island before i’ll be able to create my own TI or inject a TI file.

just seeing if this is right, and the reasoning behind it if so, like is it for backup or to avoid a ban or?

Thats false, you can start making a TI as soon as you can save the game, no need to wait for anything else
