I know this doesn't directly answer your question, but it is recommended that one ditch Gateway entirely and make the switch to B9S and Luma3DS. Luma3DS is still actively updated, and if B9S is installed, it works with the latest system version (presently 11.6) without issues. Luma3DS can do everything Gateway can, plus much more.

The .3ds games can be easily converted to .cia and there is NTR cfw for cheats

CTRHttpwn was patched in 11.4 IIRC, blame Gateway for never updating their firmware support and making you stay on outdated firmware to use it. Long story short, you can't access eShop without an updated NAND over 11.4. There is no way around that.

The best solution would be to install B9S and use Luma in tandem with an emuNAND on 11.2 to use your Gateway at the same time. Then your eShop and everything will work on sysNAND. Either way, using Gateway these days leaves you limited regardless of what you choose to do.

1. Stay on outdated firms = No eShop/Online access, no playing games that require NF updates, incompatibilities from outdated structures etc.

2. Use Gateway on Luma = If you boot into GW mode on accident using SysNAND you will lose CFW or softbrick (N3DS/2DS only)

3. Ditch Gateway entirely = Lose your drag and drop .3ds support and GW cheats.
