Hacking About 3DS System Transfer

I have an old, barely functional 3DS XL and I plan on purchasing a New 3DS XL soon so I can transfer my data to it and hack it. However, there are a few things I'm unsure of

1: is system transfer even still possible? I've seen in some places that it requires a functioning eshop which doesn't exist anymore

2: do the two systems have to be from the same region? I've heard about CFW being able to region-unlock 3DSs as far as games and stuff go but I also recall reading somewhere that it's impossible to remove transfer a 3DS of one region to one of another region

3: my old 3DS is completely unmodded. do I need to install anything on it first?

You can still do system transfer, even after the shop closure, just that you can't purchase any new games, even though you can still redownload your games, get game update, and do system update.

As for console it has to be the same region, so buy one that is the same region as the current one you have. To access eshop on a region changed 3ds you need two N3DS line systems. You can do them system transfer then mod it.

The eShop functions just fine. You just can't make new purchases.

Yes, the two systems have to be originally from the same region. Region-changing a unit from J to U will not allow you do do a System Transfer with that unit to another U unit, for example.

There is a complicated procedure to bypass this limitation, but you would need a third, non-region-changed U unit in order to do it.

Region-changing is generally only useful for changing the Home menu language, as installing b9s+Luma automatically bypasses the region lockout.
