-save as .db (yes it can't open .db but it can save like it)

That is the GBATemp Cheat Database, if you don't yet know. Sorry if I'm treating you like a dummy, but I don't know whether you know or not.
Anyways, that page is updated regularly by Narin, our GBATemp Cheat Master. He compiles cheats and puts them onto the database.
Click on the cheat.dat that you require. R4 uses CHEAT.DAT and USRCHEAT.DAT, and many find that the CHEAT.DAT works better with the R4, so click on that one. It's the fourth link from the top of that list on the page.
Download it, and put it into the _system_ folder of your R4 (replace the old one). The cheats should come up on your R4.
