1. Go to
https://www.apachefriends.org/index.html and download XAMPP
2. Install XAMPP - That you should be able to figure yourself
3. Go to the 'htdocs' folder of Xampp, mine is C:\xampp\htdocs select everything inside that folder and put it in a new folder (call it xampp2 or something).
Download the self host package (
https://github.com/05sonicblue/WiiUHaxPortal/archive/master.zip) unpack it and cut out the content from the folder 'WiiUSite' and paste it within the 'htdocs' folder (C:\xampp\htdocs)
(I'm not sure if the self host package on github contains the most recent Loadiine v3, I downloaded mine from Onion_Knight's post in page 121)
(If it do not contain the most recent Loadiine v3, download it and put its content in 'C:\xampp\htdocs\540\loadiine-v3' if you installed Xampp on your C: drive)
3. Fire up XAMPP Control Panel
If it tells you that Port 80 is in use, open a Commando prompt (as administrator) and type in command:
and hit enter.
Click 'Start' on 'Apache'.
Go to your browser and type 'localhost' and hit enter to check if it works
4. Start a Commando prompt as administrator again, and type in 'ipconfig' hit enter
Look for 'IPv4 Address' - That is your localnetwork IP that you will be connecting to on your WiiU
(Your IPv4 address should also work in your browser like 'localhost' did)
5. Fire up your Wii U and type in that IPv4 Address and you are good to go read another tutorial
on how the rest works
