Hacking 3DS with 4.5 Firmware Gateway

Someone on craigslist is selling one of these for $125. Can it play roms? Is it a good deal?

4.5 can use gateway and custom firmwares. If you buy gateway you can use the DS profile hack to access emunand. If your going to use a custom firmware then I'm not much help since I just use gateway.

Also keep in mind if might be a 4.5-9.2 system that's been downgraded using a gateway to 4.5, in other words, it might not be anything special.

Thanks a ton, that is kind of what I am trying to differentiate between. I emailed the seller asking if I can play roms on it and he said "yes" but the ad does not mention anything about a flash cart.
