3DS Updating Issue

I have an issue with my 3ds. Modded, JPN region but I got a USA CTR transfer. I cannot update my Japanese ACNL game cart. (No NNID so no Eshop, double whammy with the ctr transfer.) I've downloaded the update (right region and everything, game patching on in Luma.) But no changes. Is there an extra step with carts? Do I need to do more? Or can I just never update the game?

Have you installed the update file with FBI?

Have you installed the update file with FBI?

Not sure, where would it be in FBI? Would it have the name I saw on the HShop or have an ID I need to lookup?

UPDATE: Downloaded the update from a rom site, installed with FBI, everything is working fine and I now have working updated game!
