Since the PSVita is region locked, I've noticed that some stores carry titles that were released in cartridge form only in the U.S., not to mention all the pre-owns people who can import trade in stores. A prime example could be MLB: The Show 2012 which sits proudly in one of the cabinets at my local game store despite the fact that it was never released in cartridge form in Europe.

What if you set the language on the system to English on Jap system? Or can you do that? I notice the US system only has English, Spanish, French, Portuguese, I dunno what languages are on other regions' systems.

There's no ENGLISH on Japanese consoles, there's no JAPANESE on the English consoles. I have both JPN and USA console.
